The Limited Excess Property Program (LEPP) has been in operation since 1987. It allows NGOs, like Healey International Relief Foundation (HIRF) to access federal surplus property to support our work in Sierra Leone. HIRF was first approved for participation in the program in 2020 but every four years we are required to reapply. We recently received notification from the United States Agency for International Development (USAID) that we have been approved to continue to be part of LEPP.
“We are thrilled that USAID recognizes the value of our work and the impact of LEPP in Sierra Leone,” said HIRF Executive Director Josephine Garnem. “The program allows us access to essential items like computers, wheelchairs, patient monitors, and laboratory equipment, which enhance patient outcomes at the health facilities we support. Our continued participation in the program allows us to expand our reach and improve the quality of care we provide.”
HIRF Work Highlighted in USAID 2023 Annual Report
The LEPP 2023 Annual Report recently showcased the significant contributions of HIRF within the LEPP program. In September 2023, the USAID LEPP team conducted virtual site visits at four facilities that had received LEPP items. At Stella Maris, Sullivan Clinic, St. Anthony’s Clinic, and Christ the King Hospital, the LEPP team saw firsthand the impact that donated items, such as wheelchairs, tables, chairs, and file charts were having at the facilities.

In Case You Missed It
HIRF was also featured in a recent LEPP quarterly newsletter. During an interview, HIRF Program Manager Megan Smith highlighted the program’s benefits, stating, “LEPP opens the door to so much useful equipment. It is very cost-effective for nonprofits to have access to office equipment and supplies and know that there is true value and need upon distribution. We’ve gotten great feedback from our in-country team on the value of the items sent.”
